To address air quality concerns through teleworking, Congress enacted HR 2084, Section 365 of the Department of Transportation and Related Agencies Appropriation Act, sponsored by Congressman Frank Wolf (VA). The Act proposes pilot programs that would measure the effectiveness of an emissions trading incentive for businesses to implement telework programs. Pilot programs are being implemented in five metropolitan areas including Denver, District of Columbia (DC, Maryland, and Northern Virginia), Houston, Los Angeles, and Philadelphia. These metropolitan areas are the first to examine how telework can simultaneously reduce congestion, improve air quality and quality of life, and benefit an emploer’s bottom line.
